Edward Shils's The Torment of Secrecy is one of the few minor classics to emerge from the cold war years of anticommunism and McCarthyism in the United States. Mr. Shils's "torment" is not only that of the individual caught up in loyalty and security procedures; it is also the torment of the accuser and judge. This essay in sociological analysis and political philosophy considers the cold war preoccupation with espionage, sabotage, and subversion at home, assessing the magnitude of such threats and contrasting it to the agitation—by lawmakers, investigators, and administrators—so wildly directed against the "enemy." Mr. Shils's examination of a recurring American characteristic is as timely as ever. "Brief...lucid... brilliant."—American Political Science Review. "A fine, sophisticated analysis of American social metabolism."—New Republic. "An excitingly lucid and intelligent work on a subject of staggering importance...the social preconditions of political democracy."—Social Forces.

Review
“This is an excitingly lucid and intelligent work on a subject of staggering importance. It is more than the title suggests for only in part is it a discussion of security policies in the United States. This is its point of focus, but, more basically, the author is concerned with the social preconditions of political democracy with special reference to the American experience. . . . The author’s style must be remarked. It is positive, incisive, assiduously nontechnical yet highly sophisticated.”—Social Forces

This essay in sociological analysis and political philosophy considers the cold war preoccupation with espionage, sabotage, and subversion at home, assessing the magnitude of such threats and contrasting it to the agitation - by lawmakers, investigators, and administrators - so wildly directed against the "enemy". Mr. Shils, widely regarded as one of the world's most influential social thinkers, has written an examination of a recurring American characteristic that is as timely as ever.

Highly recommended. I picked this up a few years ago from a freebie table at my university library. Senator Daniel P. Moynihan was instrumental in having this 1956 book reissued following passage of the Anti-Terrorism and Effective Death Penalty Act in 1996 (which was in response to the first World Trade Center bombing and the Oklahoma City bombing). Shills' book on American political philosophy and the tension between transparency and secrecy remains a valuable resource today for understanding and responding to such things as the continuing war on terror, domestic and international surveillance, and the changing contours of what we call democracy.
